I have been wondering that myself. Given the importance of the city and of this bank in particular, one could assume some greedy but powerful person or group wishes to have the resources for themselves. But this could disrupt the entire economy, making it difficult to use those resources. I wonder if instead this is some sort of random? But no demands have been made, as far as I know...
